LiqCon offers licensees opinions on how their premises perform when compared with similar premises. In some situations it is necessary to prepare & develop Security, Patron, or Emergency Management Plans to enhance the safety of patrons and staff and to ensure the smooth operations of licensed premises. These Plans can be used in conjunction with the proper briefing and training of staff to ensure that licensed premises operate in a safe environment. We can assist to develop and write Security & Emergency Management Plans and train staff to understand the requirements of the plan. 

Additionally, we can prepare total Standard Operating Procedures for individual venues, covering topics such as:

  • Staff
  • General Instructions
  • Occupational Health & Safety
  • Illicit Drugs
  • Drink Spiking
  • Disabled Patrons
  • Incident Reporting
  • and numerous others, all tailored to individual needs, requirements, and conditions.

We can prepare plans to a standard acceptable for accreditation into Local Licensing Accords.

This type of planning is a requirement (apart from other legislative requirements) of a number of Safe Venue Licensing Accords conducted around the state through a network of partnerships with Liquor Control Victoria, Victoria Police, Local Councils, and other stakeholders.

In some cases, licensees may feel comfortable enough to write their own plans, but just need a little guideance. We have that for free here.

Some licensees want some basics, but just want something generic to help them along. We have a number of generic plans for purchase written in "Word doc", and licensees can simply add "meat to the bones" and tailor them specfically for their premises themselves.

Patron (Restaurant) Management Plan Template

This 29 page generic Patron Management Plan is written for those restaurants & cafes where the control of patrons and the general operations of a restaurant or cafe need to be managed.

The plan is written on the basis that the premises operates under a Victorian Restaurant and Cafe liquor licence and no other licence type

It is written in a generic format as a word document (docx.) for purchasers to add, amend, and delete information as required, to reflect their specific needs. It is NOT intended to be a completed plan, but merely a starting point. 

Patron Management (hotel) Plan Template

This 38 page generic Patron Management (Operating Procedures) Plan is written for those venues where the control of patrons and the general operations of a venue need to be managed

It is written in generic format as a word document (docx.) for purchasers to add, amend, and delete information as required, to reflect their specific needs. It is NOT intended to be a completed plan, but a starting point.

This 16 page generic car park management plan is written for those venues where patron and car noise have caused detriment to the amenity of the area and where neighbours have complained about that noise. Its contents provide direction for staff to reduce the extent of these problems.

This generic cumulative impact statement has been written to provide a starting point for those potential licensees that need to provide their local Councils information about their venue.

It is a statement highlighting how your premises would impact on the area for which the premises are to be located.

Whilst this plan has been written for a packaged liquor outlet, its generic nature is that it can be adapted to any type of venue, and covers the points needed for such a statement.

It starts out as a 9 page document (.docx), before the addition of YOUR photographs, maps, and other information (such as Google Maps) and before you add your own content.

It is written in generic format as a word document (docx.) for purchasers to add, amend, and delete information as required, to reflect their specific needs. It is NOT intended to be a completed plan, but a starting point.

Noise & Amenity Plan Template

Generic Packaged Liquor House Rules

Premises that operate under a Victorian Packaged Liquor Licence are required to develop a set of house rules. These rules highlight how the premises operate in accordance with the packaged liquor code of conduct.

These generic rules are intended for licensees to adapt the document into a site specific plan, which can be then produced and provided to the Victoria Police and Liquor Control Victoria Inspectors.
